· Local service organization (later named Orken) formed in Kazakhstan

· REI-Djibouti began work in micro-enterprise development.
· REI began partnering with a community development foundation in the Philippines.

· REI and Partners in Education and Development (PIED) signed a memo of cooperation to expand work in the Education sector in Kazakhstan.
